Add filter to see Orders with Proposed Shipments

Give Customers ability to filter out orders that do not have proposed shipments. Currently customers can filter by orders that are only missing proposed shipments but not the other way around.

The workaround that I have used sometimes is to create a tote mapping and then have the customer filter using that tote. Not ideal.

I have never used the filter button to show orders that are missing proposed shipments.
