Allow creating/updating Item Fulfillment records in a 'Packed' status

Some pickup and LTL orders are not 'shipped' out of the warehouse the same day it is booked.
'Shipped' Status of the Item Fulfillment record triggers Sales Orders to be on a 'Pending Billing' status immediately which may cause workflow issues downstream if the order is not truly ready for billing
