One of our customers would like to prevent users (except for admin users) from shipping partially fulfilled orders based on the proposed shipment items.

Users will still need to see the orders in ShipHawk.

They wanna prevent users (except for admin users) from bypassing the popup that says “are you sure you want to partially ship this order? When not all line items are selected.”
